I have a friend that has a Charter 13 and a pretty bad credit history. He has an AMEX Gold card that he has had for 8 years along with an Aspire card (he's lucky, so I've heard, only 29.99%). Can he get an AMEX Blue or an upgrade to another AMEX card without an inquiry then BT his Aspire over to it? Thanks Charlie

How he's managed to escape Amex's account reviews is beyond me.

He may be able to upgrade to a Platinum charge card ($300/year), but there's no way he can get a Blue (or any other Amex credit card) w/o an inquiry.
