Do any credit cards offer cash withdrawls without a 3% surcharge for the amount withdrawn plus++ an additional 3.5 surcharge over and above your annual APR on outstanding cash withdrawl?Any assistace in this matter would be greatly appriciated.

Occasionally you might get balance consolidation checks with teaser rates for a couple of month. The ones I get from Amex Optima and Chase typically don't have any cash advance fees. USAA FSB doesn't charge fees on their regular convenience checks. MBNA caps their fee at $30, but the have an option to direct deposit an advance into your checking account with no fee.

All of the above accounts do not charge me a higher interest rate for using the check than I would normally pay for purchases.

Lots of cards allow one to withdraw from an ATM with no surcharge. All you need to do is go to their network ATM. Some of this cards allow as much as $1,500 per day.

Some credit cards feature balance transfer/convienience checks drawn on the card. They may offer a few months with a low "teaser" rate, and can be used for retail purchases, bills (including other cards), or deposited into your checking account (but note that some banks may not accept these checks for deposits.) Some issuers may charge a percentage fee (e.g. 2%) on the amount of the check.

    Try First USA and Discover.

First, BEWARE of First USA/Bank1One/Wingspan/any cc owned by Bank On1 or FirstUSA - their convenience checks charge a 2% fee over and above the finance charge. Here is a way to get a "cash advance" from your cc without paying the fees: Call your CC 800 number and ask to do a telephone balance tranfer w/no transaction fee (maybe even at a reduced interest rate) to ANY other CC you have - transfer enought so that the other card will have a "credit balance" equal to the amount of cash you will need. When the transfer goes through, call the other card and ask them to mail you a check for the credit balance.

No fees, No "cash advance" surcharges.
