I was reading through the letters on this site and noticed that the "Debt validation 03 | 30 days later" letter. It states: "This letter is formal notice that you have failed to respond in a timely manner to my dispute letter of <insert date>, deposited by registered mail with the U.S. Postal Service on that date. Federal law requires you to respond within thirty (30) days, yet you have failed to respond. Failure to comply with these federal regulations by credit reporting agencies are investigated by the Federal Trade Commission..."

The question I have is related to where it says "Failure to comply with these regulations by credit reporting agencies..." Don't you send validation letters to CA's NOT CRA's?

That is wrong. They aren't required to respond within 30 days.

Well, just by reading the letter, it is obvious this is for a dispute to a credit reporting agency. Just because pbm listed it as validation, doesn't mean it is to a ca.

Whyspers, cra's do have to respond within 30 days. I'm assuming you mean that ca's don't have to respond within 30 days?

Then wouldn't the correct term to use is "verified" when addressing a CRA?

It is listed incorrectly (in my opinion) as validation 03. It should be listed as a dispute with cra letter. No where in the letter is the word validation used. It is only used to list the letter, so don't let that confuse you. And, yes, a ca validates and a cra verifies.
