Can the recipient of a goodwill letter asking for deletions of lates - say a Citibank manager - pull my credit? In other words can I write a letter explaining how (cough, cough) the lates are the only thing standing in my way of my dream house so please forgive me

Depending on the status of the account yes they can pull. If the account is open, they can pull at any time. And chances are in your agreement, you've additionally given them specific written instructions that they could obtain a credit report at any time for any reason.
