They said they are called "True Grace" cards.

Come to think of it, Amex has (or used to have) a card called "Optima True Grace".

Does anyone currently issue a "true grace" card?

Chase definitely gave me a grace period on a balance transferred to my Classic MasterCard. I couldn't believe it, but they did.

Then a year later, they pulled an Experian report and repriced me.

Try Citibank,I have a no BT fee for 9 months,no A.P.R for the duration of BT. There has been many previous posts on this subject.

My Wells Fargo MC offers no-fee balance transfers with a grace period. The rate is only good for 6 months, though.

Citibank has never given me a grace period on bts.

I just did a Wells Fargo bt. I'll have to see if there is a grace period.

This is true, the zero APR for 9 months can be considered a great grace period. I have gotten plenty of no fee offers, I have not gotten any 0% APR offers, my wife has.
