guess this is an improvement

Tell me is this an improvement, and can it only get better. On or about April 8 I applied for Chase I-card... I was turned down, reason being....
You have one or more of the following: lawsuit, judgment, lien, bankruptcy, garnishment, attachment, foreclosure, or repossession
The balances on account(s) in collections with other creditors are excessive
Your consumer credit report reflects a charge-off and/or collection account

Then as of June 1, I am getting this response...

So would you call this an improvemnt?
