Has anyone with proper references (address, SSN, etc.) ever been denied a secured Optima card from AMEX due to credit.

No, but they will deline you if you have a Bankruptcy on your report that is less than 9 years old. Also, if you have ever had an account with them that was charged off, you will be declined.
