refusal to release lien??

    I was talking to a friend yesterday. She owns a piece of land free and clear which was a gift from her grandfather, and has a mobile home on it which she still owes on. She was married briefly years ago and as part of the divorce settlement she was ordered to pay him x amount of dollars in order to keep this land. go figure. She wants to have a house built on this land now but her ex has a lien on it. She paid him off in June with a final lump sum. She checked in early July and the lien was still there. She took cancelled checks to the place to show that it was paid and they told her that ex or his atty were the only people who can release it. she has called both numerous times neither will release this thing!!!! what can she do????? there has got to be some kind of checks and balances here!!

    Tell her to get an attorney and to sue him for defamation.
