Says account charged off 4 years ago. Still shows full balance.
Can they do that, or should it be a zero balance?
    How does one dispute this?

Charge off is just an accounting term. The balance remains owed and they can report it. If the account is sold then would show zero balance.

Be careful of disputing it all unless you are sure it is out of statute.

    I sent DV and disputed.
I got a BS letter and no validation or contract.
They put a note on my account "meets FCRA guidelines"

I wrote back and asked for a written contract, and have gotten no response at all on this one.

Original creditors aren't required to abide by the FDCPA. If there is something wrong in the way it is being reported, you would challenge it under the FCRA.

I need to find something in the FCRA that says they need a contract to be able to report the account.
    No contract= no reporting.

If such a paragraph exist in the FCRA please direct me to it.
    Thanks

If it's a credit card yes they can. You need to check to see if your state includes original creditors in their mini FCRA laws. Many states do. If so the OC is now required to perform as a CA and validate etc.
