SoCal Edison added my ITIN (defacto SSN)

    I am not a US resident but have filed a US tax return and recently received a ITIN in the last few months. When I signed with SoCal Edison 4 years ago, there was no ITIN and I had to pay a security deposit. I left the apartment probably about 6 months before I received the ITIN but found a couple of months later SoCal Edison had appeared on my credit file of only a few months. I paid a security deposit when I first signed with SoCal Edison. My mail was not forwarded to me, so I was not aware of the fact that I even owed SoCal anything and certainly never received any phone calls from the eventual collection agency or registered mail from either the collection agency or SoCal asking for this debt.
    Questions
    1, Does SoCal have the right to add my ITIN to their records without my permission, after all, they accepted that I had no SSN at the time I originally signed 4 years ago as stated on the contract, I thought that they could only act on what I signed.
    2. The amount of only 120 dollars was paid recently to I think the collection agency (as SoCal gave me their number), does this mean I shot myself in the foot, I asked for a pay for delete, but the man on the phone said that this was not possible,
    I have a credit file of only a few months, two secured credit cards and a small secured installment loan to try to build credit. The fact that I have this negative from SoCal is KILLING my score with Experian and Equifax (both below 590) but the Transunion score of 670 is because this negative is not being reported to them.
    What do I do?
