a collection agency is using a dialer voice mail machine which calls the client and delivers a request to speak with the client in an extremely weird voice. At which point is it required that they sound reasonably normal?

    Not really.

You would have to assume a collector were reasonably normal. :)

I'm curious - what do you mean by "weird"???

I've heard those voices, they are scary indeed! Do you mean those automated voices like you hear when checking your acct balances or something like that?

when you answer, the voice says "hello, I am calling to speak to John Doe" but there is just something extremely strange the way the name is said, cant be by accident, the both the voice and the pronouncement are in a caracaturishly weird and evil sound.

If I were paranoid, I would think the collectors were playing a trick trying to get you to not answer...
