But you're right, fees and interest will be high, so you need to make sure you're ready to really manage the card wisely and upgrade to a better card ASAP. These types of cards are really just meant to be stepping stones as you get back on the path to building good credit history. Nobody in their right mind. Seriously, if you're talking *unsecured personal loan* as opposed to, say, a secured credit card (to begin the rebuilding process), you're not going to find it, short of hitting up a loan shark, perhaps.
Orchard Bank has a great secured card specifically for people wanting to re-establish credit. The interest is only 7.9% (not to bad), they waive the annual fee for 1 month, and they report to all 3 credit bureaus. Usually the limit is $200 and if you keep your balance at 30% or less of that limit and pay it consistently on time for 6 months your scores will go through the roof. Try it, it works.

As has been said previously, if you're looking to build your credit scores, try out a secured credit card, keep your credit utilization ratio low, pay your balances off in full and on time, and your credit scores will improve over time.
