If you live in an area where there are a lot farmers raising beef, see if they occasionally have a butchering where you can buy like a quarter of beef, or sometimes you can buy just a certain amount.
I grew up on a dairy farm, and the owner butchered several head a year. My father got half a beef as part of his compensation, the farmer kept what he wanted, and the rest was sold to friends and neighbors. Many times you had to help with the butchering.
