I'm not sure on the law in SC but here in IL if you have a salvage title you have to have the vehicle inspected and certified by a state inspector in order to re-register it and drop the Totalled flag from the title..

I would definitely go after the other driver's insurance for a rental. It wasn't your fault! What has your ins agent said??
