I understand that a collection agency has to have a license to practice, but shouldn't it be under 'collection agency', or could it be called something else (i.e. Foreign Profit Corp)?
Whether or not they have to be licensed depends on your state law and in different states different agencies handle such licensing. Some states have it under the Attorney General's office and others have it under other agencies. Your attorney general is probably the best source for such information as you seek.
