Not sure I understand your question fully, when you say "billing rights notice", is there a paticular scenario that is in question?
On your checking account statement, there is a required notice which mirrors the FCBA notice on credit card statements. Which provides your right to dispute transactions which appear on your statement. Requires that the bank respond to your dispute, appropriately and timely, etc.

Either (1) failing to investigate the written dispute. (2) failing to provide the results of the investigation via postal mail within 3 days of completion of the investigation. Ah you are talking mainly about the electronic funds transfer act. Go to fdic.gov and you can get all the juicy info you need.You can also find out which regulating agency cooresponds to your bank.
OH, I forgot (4) During the dispute, CLOSING the account, and REPORTING to ChexSystems to collect the disputed amount, before completing the dispute.
