What exactly does it mean when a paid collection comes up as Type of account OPEN? How can it be open when they never extended me credit or it is paid off?
It can't and it is a FDCPA violation. Dispute it through the credit reporting agencies. If they verify, it is a FCRA violation. Thereafter, sue them.
I have a question. Charge off almost out of SOL...Now there is a tradeline from Palisades. Never got the dispute this debt letter. I then got a letter from another agency Nelson who I then sent off a DV. When I got the green card back, I sent off a dispute with credit reporting agencies,as Palisades was listing this as open and factoring and full amount of balance that was charged off. I disputed as to Factoring, and Open and Amount and also Account Number, and oh yes 180 days late!! All came back verified. So what to do? Thanks

As I understand it, you have to take it up with the collection agency after that (that's where I ended up after a similar experience). Get them to violate the FDCPA (e.g. it's been past 5 days since your first contact, have they sent you the letter they need to? Have you been notified of your rights under the FDCPA?) Send them a DV letter and see if they're still reporting after they receive it? Add that to the list, then send them a summons.
No, you just dispute the account type. If they verify, you sue the Debt Collector and the CRA if you've sustained damages.
