Re: CA WON'T SIGN FOR RRR CERTIFIED YOu can get the envelopes at one of the boxes, fill everything out, write a check for the fee and stick it in a special slot behind the address label, then drop the whoe thing into the box. I have used it many times for insurance applications. When they get your check, they open an account for you, however, I just always wrote them a check, rather than wait to be billed.

I have refused MANY Fed- Ex packages.If it is from someone you never did business with, you know it's a scam from someone sending un-ordered products and a bill. I don't know how often this happens at other businesses, but where I work(ed), we were always on the look-out for Fed-Ex scams. However, I very rarely refused a UPS letter. I think you should try them first.
Re: CA WON'T SIGN FOR RRR CERTIFIED FedEx and Airborne Express have boxes and supplies at Kinko's Copy Centers, if you have one nearby. (Some are even 24 hours, most are open late.) You could also use something like a "Mailboxes, Etc."
