question about inquiries...

    Does anyone know if an inquiry by a CA considered permissible? From the letter to Mr. Greenblatt:
    Section 604(a)(3)(F) allows a consumer reporting agency to provide a consumer report to anyone who "has a legitimate business need for the information -- (i) in connection with a business transaction that is initiated by the consumer; or (ii) to review an account to determine whether the consumer continues to meet the terms of the account."

    It would seem to me that: (i) a consumer hardly ever initiates a business transaction with a CA; and (ii) if the account is in the (dirty) hands of a CA, there is no need to seewhether the consumer continues to meet the terms of the account.

    Any ideas/advice? Should I just stick to my day job?
