If you have an unpaid collection with them, then the answer is yes. The reason, they want to see if your credit situation has changed, or if you've moved, etc.

I have one CA that has pulled report twice in the last year. And they are causing me an inquiry. They are associated with a judgement that I have.
Even if they have a "SO-CALLED RIGHT" DISPUTE it anyway... "I DID NOT APPLY FOR ANY CREDIT CARD OR LOAN WITH XXXXX COMPANY".
You could dispute the inquiry through the CRA. Or, if that does not work, and the CA cannot validate and is somewhat cooperative, you can tell them to delete it because since the debt is not valid, the right to inquire on your report isn't either. Or, if you wind up having to sue, you can include it in your suit, or settle with them and include the deletion of the inquiry in the settlement.
