I got a call this morning from ACS, sounded CAish. The good news? THEY WEREN"T CALLING FOR ME!!!!!!
They said they were looking for a former friend of mine, who happens to have student loans. So I called :)))) They were VERY rude asking for my account number, then their tune COMPLETELY changed when I told them I was calling in regards to someone else account and that I had info they wanted.

Can someone confirm if this is a CA or not?

The ACS that I am familiar w/ is:

    http://www.acs-inc.com/index.html

and they do various outsourcing work including parking ticket and traffic ticket collections. I think that they collect debts on behalf of the state of Maryland. Although it seems like they do work other than debt collection, they DO collect debts.
The web address I've posted is for their home page so you might have to wade through their info to find what you're looking for regarding student loans. They have different groups that perform different functions.
Did they say this was for a student loan specifically?

In MA you can't talk to anyone but the debtor re the debt including the spouse nor are you allowed to take post dated checks over the phone. I actually learned this on the collectors website that was posted here awhile ago.

    Hope this helps.

    Hi KHM,

ACS also stands for the "Automated Collection System".

It's the collection arm of the IRS. The fact that they were extraordinarilly rude leads me to believe that's what it is.

Thank your lucky stars they weren't calling for you. This thing is a meat grinder.

IRS does do collections for delinquent student loans.

Hopefully you didn't tell them anything useable.
