    is there any recourse i can take for the following events?

    my sis signed up at the local ymca, was quoted a 50$ app fee and $27/mo. she paid in cash. her app was returned because she was missing a routing number, but she was only given 52$ back (25 under what she paid). She called the YMCA, they said thats all that was in the cash box for her app + that the app fee is only 25$ for college students. We came to the conclusion that the young man (20's) who took her app probably pocketed the 25$ since he purposefully misquoted her on the fee (and she was paying with cash, so no trail).

    YMCA basically said they couldnt do anything about it. I plan to talk to the manager sometime today and demand that I get the 25$ back or I will report to the local better business bureau, etc.

    any suggestions on what i can do will be appreciated. i dont care so much about 25$, but this should not be happening.

    Was there an application? Did your sis get a copy? Did it say it was for a student, or how much the fee paid was?

    Was a receipt written for the payment from a receipt book, which would still contain a carbon copy?

    Lacking this most basic audit trail for cash transactions, they have no way of knowing what is paid or if any cash was pocketted by employees, whether this one or someone else. For that matter, unless applications or recepts clearly state whether a person is a student or not, they don't have any way of knowing whether the correct amount is being collected, or the difference pocketted.

    How do they balance their accounts at the end of the day? If they had $25 extra in the cash box, would they then assume it was yours and refund it to you?
