George, I did a couple of Amex BT's recently and was getting the same problem. At that time, if after getting the error message you went back to the screen where you manage your account and reselected the BT option again it would let you in.
I am getting same message,plus I went to see if they have me approved for higher CL and received same message.I called 1-800-AXP-1234 and rep said they are experiencing technical difficulties.Don't worry George it's not only you.
I got Blue almost 3 years ago and $8000 initial CL.Last November they have pre-approved me online and I accepted but it was only $1000 more.Cheap bastards...

I also always get that message, Techincal problems... Finally worked and BT offer was 7.9% till payed off.. Any amount I BT would be an automatic CL increase up to $15,500 max....Credit line was at $5000 10.99% product....now @ $9,600 THEY DID NOT PULL A HARD on ANY 3 CRA's For the 'Request Credit Line Increase" button do they pull a HARD?? I got 5.9% until paid off but they never offered to increase CL on my BLUE.They don't pull INQ if you are already approved but if you are not and you fill out form for CL increase they are going to inquire.
HIT THE BUTTON WITH ALL THE QUESTIONS FILLED OUT LIKE EMPLOYER, H/H INCOME, MORTGAGE PAYMENT, TIME AT RESIDENCE, ETC??? Did you get an increase every time...do you have a $100,000 limit now???
I said if you only hit the button once to see if you are already approved cost you nothing...but if you go further and fill out that form with all info and you submitt it then you will get INQ.
