I got an offer from AT&T Universal Bank for low rate 6.9% fixed with no transaction fee until transferred balnces paid in full. It is a balance tansfer checks. I cannot transfer balances from any Citibank,Choice Card, Citibank USA or any other Univeral Card. Ron.
