BK-refi car based on act. value?

    I received a letter today from some creditor or "helpful" agency re:Ch. 7 and vehicles. It stated I only had to pay the OC the actual value of the vehicle, not what was owed on it.

    Is this true? Meaning I could get financing elsewhere for a reduced amount on my car and pay the OC that amount and I'm done?

    SOUNDS TO ME...(if you read between the lines)...THEY PAY THE OC IN FULL...THEN YOU OWE THE "NEW" COMPANY...WAY MORE THAN WHAT YOU OWED BEFORE...
