broken lease and SOL?

    I have an old apartment lease on my CR DOLA (move out date ) was 2/14/99. Is the SOL up on this? also after sending the 2nd DV letter to this CA is when they sent all the validation (signed copy of lease, itemized statement) although it was not sent CRRR. Letter attached to send payment in full.
