I've heard people winning against CAs because they're not bonded in a paticular state. Does this mean that the CA needs to be bonded in whatever state the person they're trying to collect from lives, or the state where their business resides?

It all depends on what your states' laws say. Check with your state atty. general or state banking dep't for the requirements. I believe in most states, the ca needs to be licensed and/or bonded. But, as an example, they may not have to be bonded in the state they are based in, but may have to be bonded in your state in order to collect.
