I don't know for sure, each private organization will have its own set of guidelines, however I would suspect it would not disqualify you, you being able to demonstrate your annual income, expenses, and bank statements (if required) over the last 12 or 24 months showing a continued depletion. For any accounts that qualify under AB774, the hospital will have to pull the accounts back from the CA. Therefore I'd suggest working from the hospital end. Like Jam suggested, start at the top. You'll want to send it certified or if you can get a hold of an e-mail, you could try that first. Either way, collect all your supporting evidence (dates, person's talked to, prior requests for payment plan assistance) and include it in your letter to the chief. Once this is carried out the CA should go away (including deleting from your reports if they're reporting).
Your best recourse is to go over your medical record with a fine-tuned comb. If there is no mention of certain services you were billed for, I would contact your old insurer first. They would be interested in knowing that they received false claims from a provider. Next, I would contact a hospital-higher up and tell them you have proof of false claims submitted to you and go from there.
I have few questions still arise about this post that I want to ask,Are all the items you're listing in the invoice that the CA sent to you? If so, they're not designed to possess some advice regarding the particular services rendered. When the hospital sent it because of the request of the CA that is one point... But the CA is not supposed to get access to some of the own personal information regarding processes, diagnoses, etc.

Hello MiaCam, The items listed on the invoice were sent to me by the CA. I was told the same thing you mentioned by Jam237. Jam mentioned that the hospital is supposed to provide the least information required to the CA, and that the fact that the CA has so much information may be a violation of HIPAA laws. I intend to follow Jam’s advice and use their HIPAA violation as leverage.
