CA who I have dispute w/pulled TU

I have a dispute with a CA. They actually have the account marked as dispute resolution pending on my EQ report.

Today I checked PG and they performed a hard inquiry on my TU report.

Isn't this illegal??

Can a CA whom you have an account in dispute with pull your credit while the dispute is active?

 

although no one was able to reply I got the deletion, they caved.
