The FDCPA limits calls to one per day AND they must be meaningful.

    Is this correct ?

I never read that in the FDCPA.

There is no definition in the FDCPA of excessive calls, only a general guideline as to when calls may be made at a conveinient time, until they are told otherwise by the consumer.

Any determination on excessivity of calls would need to be done in court. Unfortunately, if they call only two times a day, morning, and night, getting a court to see that as excessive may be a little bit difficult.

What the law is trying to prevent are the companies which will call time after time after time after time, for hours at a time.
