A debt-collection company will move its headquarters downtown and within two years employ 450 people at an average annual salary of $40,000, officials said Wednesday. As an incentive to relocate its business from DeKalb County, Capital Acquisitions & Management Co. will receive up to $7.4 million in federal and state tax breaks and grants over the next 10 years. The 5-year-old company will move 150 of the jobs from Sycamore to a former Pioneer Life Insurance Co. building. Eventually CAMCO will hire an additional 300 people here, company chairman George Othon said Wednesday during a news conference at 303 N. Main St. CAMCO employs 86 people in offices in Schaumburg, Fort Lauderdale, Fla., and Marietta and Norcross, Ga. It will continue to operate those offices. The company expects to close on the purchase of the Rockford building this month and move in September. Othon would not disclose the purchase price. The building is 70 years old and 123,000 square feet. It is one of two once occupied by Pioneer Life and sold in 1997 to Conseco Inc. of Carmel, Ind. At the time, Pioneer employed 585 people downtown. Conseco is closing its Rockford health insurance claims processing center by next spring because it was losing money on the operation. CAMCO is relocating to downtown Rockford because it can draw from a larger work force pool than in Sycamore, Othon said. The company also considered a major Southeastern city before deciding on Rockford after working with government officials and the Rockford Area Council of 100 economic development group. Othon declined to identify the competing city. Ryan, along with Rockford Mayor Doug Scott, today announced that Capital Acquisitions and Management Company (CAMCO) is establishing its new headquarters and training center in downtown Rockford, Illinois. The move to the former Conseco Building, 303 N. Main Street, is currently planned for early September. CAMCO's relocation and expansion could bring as many as 500 new jobs to downtown Rockford over the next three years. The Council of 100 assisted with site selection and the coordination of financial incentives. "I'm pleased that the State of Illinois is able to assist CAMCO in this phase of the company's rapid growth," said Ryan. "My administration continues to focus not only on expanding businesses in the state, but ensuring that companies that have made their home in Illinois, remain in Illinois." "The City of Rockford is excited to have a growing company such as CAMCO locate its corporate headquarters in downtown Rockford," said Mayor Doug Scott. CAMCO is eligible for tax credits through the Economic Development for a Growing Economy (EDGE) program, and for worker training grants through the Industrial Training Program (ITP). The Illinois Department of Commerce and Community Affairs (DCCA) administers both programs. The City of Rockford has offered various incentives to assist CAMCO in relocating to and expanding in downtown Rockford, including Community Development Block Grant (CDBG) funding. CAMCO may qualify for a maximum of $750,000 from the city, but is only eligible for these dollars if it meets CDBG eligibility requirements. If CAMCO does not create 500 jobs, the amount will be prorated based upon the number of new jobs created.
