Can a CA pull your report?

I have two inquiries on my report from CA's I've never heard of or dealt with.

The requests are several months old, and neither has ever contacted me.

What, precisely, can they pull it for? Just for the heck of it, or have they any right to pull it at all?

SUPPOSEDLY A CA CAN PULL "IF" THEY ARE COLLECTING A DEBT YOU OWE...

You might just call the CRA and say---"I DID NOT APPLY FOR A CREDIT CARD OR LOAN FROM XYZ COMPANY...PLEASE REMOVE THE INQUIRY"

    You must owe them money!
