I have sent a 5 day intent to sue notice. Can I serve the local RMA office? Also can I serve them myself?

Get with your county clerks office. they should be able to help you out. they may even serve it for you.

I agree about checking with your court clerks' office. You may be able to have it served via certified mail, but there is no way you can serve it. Any party to the action is prohibited from serving any docs relating to the case. Plus, you aren't a registered process server.
