The did the same thing to me ! But I only transferred like $10 , and I got the cash advance fee on my statement the following month. C2it is a place that lets you transfer money, much like paypal.

C2it is like paypal. Citibank is the parent I believe.

It used to be that certain cards could be used to transfer money and it would go as a purchase without the cash advance fee and other concequences.

Cap 1 was one of them but no longer I guess.
So I just hurt my internal scores by doing that

    as well as generating fees.

    Oh well, live and learn.

Are there any left (except Citi-) that go through as purchases?

I know my Fleet is cash adv, as well as MBNA, found out the hard way back when . . .

As of 2 weeks ago - Target treats it as a purchase--

When you 1st make the c2it xfer- Target reduces the "available cash". That scared me ... but in about 2 days when the transaction posted, it posted as a purchase and "available cash" went back to normal.

I would think that any bank would give you a 1x "grace" period ... "Hey, I didn't use it for cash - it was for an E-bay auction" or something like that should suffice.
