CA's were sent validations and all green cards back.. CRA states all were verified is this a violation per the FDCA for the CA's... None of the CA's sent the paperwork back that i requested as well???

Okay, so you sent out validation letters, then disputed the collecton account with the CRA, and the CRA has already come back and said they (the CA) has verified the account is correct, correct? And I'm assuming as well that the CA did not note the account as "being in dispute".

If they have not properly validated the account for you, then yes, it is a violation. In fact it would be one violation for not noting the account, one for verifing the account to the CRA without validating it first to you. Be sure to wait out the 30 days though. I believe (but am not positive) the CA may have up to 30 days to note the account as "being in dispute".
