Cease & Desist - Is it really law?

I have a situation where my son's medical trip to the ER room was paid by our medical insurance, but suddenly 5 years later I get a report on my credit file that says that I owe $75. I don't mind paying it, but I NEED it to be off my credit file. I've already tried disputing it w/ the collection agency, and tried negotiating. They won't budge saying the best they'll do is give me a "PAID IN FULL" status, which is not acceptable.

So if I send them a Cease and Desist letter, will this force them to transfer the account back to the original creditor? And if it does, will it allow me to have the credit bureau remove the negative item from my report, considering I no longer have an account w/ this collector? Any informatin will be appreciated. TIA

Try sending a validation letter first.

Why are we always the last to know?
