Cellular Phone Bill in Collections

    I had an account with T-mobile last year. When my unemployment and savings ran out, I wasn't able to keep up with my cell phone bill so T-mobile sent the bill to collections (in December, I believe) but I never heard from them. I called T-mobile in April to work out a payment plan and was notified that the CA is Diversified Consultants, Inc. and that they couldn't work out a payment plan with me because of it being in collections. I told them that I haven't heard from them yet and wanted to work out a plan with them but the rep reiterated that it was in collections and could not; I should wait to hear from the CA and when the account is settled I could re-open my account with them. My question is: don't I have the right to work with the OC instead of the CA? If so, what section of the FDCPA can I site to T-mobile so I can work out a plan with them?

    YES If the OC still owns the account.
    NO if the CA owns the account.
