I am moving and have some CA's after me. Should I fill out a change of address form at the post office or just change my address as my bills that I pay come?

you will stall the CA's by not filling out the PO form, but when you change your address on your bills, and they update your info to the CRA's, it won't take a good skip tracer long to find you

I've recently moved, and updated with my work and creditors. The change of address was on all my credit reports in 2 to 4 weeks.
