Citi keeps sending me BT offers at 3.9% good for only one month (LAST CHANCE). When that expires, I get another one good for about a month (LAST CHANCE). Can I pretty much expect these to continue? What are the chances of them actually going below 3.9%? I see their ads all the time for new accounts with a 0% BT. I don't want to take advantage of these now, but will in the future. But, I don't want to pass them up either, if I think they will eventually stop.
