   I just got an upgrade notice from Citi.
   
   They want me to upgrade my platinum to the Diamond.
   
   Rate would be 12.24(v)
   
   Right now I have a 9.65 or 11.65 depending on my balance.
   
   What is the lowest APR on the Diamond that I could hope for??? 12.24 seems pretty high.
