Aren't there any cards you'd be willing to close so that you can take advantage of these offers? If you can get your available credit down to maybe 60,000 you might have a better chance. Your FICO may go up over that 700 mark as well. What reason codes do you get from the FICO score and when you are denied credit what reasons do the creditors give ?
