Everyone keeps talking about Citibank (good, bad, or other wise), but where can I get information on where to apply for these particular Citibank programs to which you all allude. Most times these re-building programs, etc are not advertised to the general public blatantly on their web site. Often you must call a particular number, respond to a certain "certificate", or follow a promo link. Any information?
