I think there's another interesting point in all this. A collection agency never sends their letters certified rr unless there's pending legal action... We do. In a legal tug of war, it's their word against your receipts. Who is to say when their first letter really went out? That's also why our paper trail must be so much better (and proven). When you explain to the average collector (or manager) that you don't waive your right to ever assert a validation request, they'll often disagree, push, become more aggressive. All the more reason to only deal with collection agencies via mail. again, goes back to paper trail.
