I want to transfer a out-of-country VISA balance to a new card here. Is this possible? What do you need to tell the CC company when you want to do a transfer? Also can you "settle" VISA balances... for example if you had $2000 on balance for over a couple of years and havent been able to lower it. Could you call the CC company and say I'll pay the whole thing off now at $1700? I know that probably sounds stupid but hey I found that some stupid sounding things work MIRACLES!! Thanks!!
