I pulled my credit report and saw an account for a credit card that was opened when i was only 17. Is this legal in Texas? If not, is this grounds for having this debt removed from my credit?

Did you open and use it? If not, it is an issue of "not mine" or fraud.

It is my understanding that the time to have disputed it as an invalid contract signed by a minor would have been within a year after turning 18. If you continued to use it after becoming adult, you would have agreed to it as an adult.

I don't know what TX law is in this regard.

If you never used it, how did it get a balance?

Do you have someone in the family with the same name as you? Sometimes these things get reported to the wrong person.
