    in regards to PP

is it legal for a car dealer to require a consumers credit check based on the sole purpose for a test drive ?

    no financing involved?

That would not qualify in and of itself as a permissible purpose. If they tell you that they require it, then you can walk away. Car dealers know that those who test drive a vehicle are MUCH more likely to buy. So it's in their benefit to get you in the seat. But they can only pull your credit report if you authorize it by signing. You can always refuse to sign, and, consequently, refuse to drive. They won't make their sale.
I'd walk if they tried to pull that line on me.
