    reportdeadbeats.com would have (well, actually they would have been an illegal public listing of names of consumers)

    No, because Chin wasn't trying to collect anything. Therefore he was never a Debt Collector subject to FDCPA.

    But, he was trying to get CA's to send him the list of their 'deadbeats' to be included in his web site, that would make the CA's be in violation of the FDCPA (Which explains why he didn't get any/many takers. :))

    Also, Chin would have because he would in effect been trying to collect on behalf of his CA clients indirectly.

    Collection activity can be either direct or indirect. The FTC held that even a mass mail offer for a 'free' calling card is an indirect collection activity, and is therefore subject to the FDCPA in its entirity.
