Yes, you can DV any time. No. While you can ask them for validation at any time, the prohibition on further collection activity only is for the disputes within 30 days. Unless you're state requires a response within a certain timeline, there is no requirement that they EVER validate. ALTHOUGH, a few courts have held that not providing validation is a false and misleading representation that they would provide validation (in the requisite validation notice).
While this is the reason for validation, there is a secondary reason. It provides at least a little proof that the collector is authorized to collect for the creditor, because the creditor would only provide the validation to a collector whom they either hired, or can show that they've purchased the rights to the debt from another collector whom they sold the rights to the debt to.
It would be a good idea to get everything in writing, understanding what the start total is, what the interest rate is, what your payments will be, when this will end. If you can't get that information, then you are open to game playing.
