I've recently sent a Debt Validation letter to collection agency and only thing

they sent me was account #, name, and the list of transactions.

I've never had an account with them and sent them that they might be

confusing me with someone else but the only proof that they send me was this.

Should I send the letter again asking for any legal contract showing that I have

signed it or...should I file a police report on identity fraud?

Who's the oc they got it from. They sent the info required under law.If its not you then you will have to file a police report but you will have to investigate this further.
