I have several major bank debit cards that have the familiar networks listed on the back. Star, CIRRUS, Plus, Interlink. In Virginia I have tried to make deposits to my Ohio accounts with these cards. I am restricted from making deposits all together. When I've asked the bank associated with the ATM I'm trying to use, they tell me their internal procedures can not handle non-(whatever the bank is) deposits. I got the impression they think it is a security problem. I can't give them money but they can give me money. This answer came from Chevy Chase, Bank of America and SunTrust. My bank, National City, tells me that yes certainly anyone should be able to make deposits at any ATM with the appropriate networks listed anywhere in the country. How do I find out (without traveling the country) if this is an issue specific to Virginia, these banks or the networks?

I had a First Virginia account, but also an account at an Indiana-based credit union. I do recall that there was some issue relating to ATM deposits, so I ended up having to fed-ex deposits to my credit union account in Indiana. It ended up working out much better because they were tracked and credited to my account much faster. I believe the issue relating to depositing via ATMs had to do with the length of time it took for the deposit to post to my Indiana account. If you're in DC, I believe the laws governing DC-chartered banks are different from Virginia-chartered banks.
Thanks to ontrack I reached Star with my question. Turns out that they have a special Star deposit program that both banks have to participate in. There are various federal credit union in DC that participate. Haven't trecked over there yet. Plus/Interlink hasn't answered me yet. I've decided to open an account in VA and work out of that on a temporary basis. What a pain.
